The One After 9-0-9: Herman Cain Tweaks Plan to Help Poor

This morning in Detroit GOP presidential candidate Herman Cain introduced a slight alternation of his famous “9-9-9” proposal that would create exemptions for those under the poverty line. During his speech, Mr. Cain addressed the concerns that his proposal would raise taxes on the poor by saying “if you are at or below the poverty line…then you don’t pay that middle 9.” He also put out a proposal to help struggling cities like Detroit by allowing businesses in those cities to deduct payroll expenses from their overall corporate tax burden. Cain’s 9-9-9 plan has taken some heat in recent weeks both from the left who say that it shifts the tax burden towards the poor and the right who say that introducing the sales tax will lead to more tax increases in the future.
